Peru: E-Tech/Regional Government of Cusco Fora (2009-2011)

E-Tech/Regional Government of Cusco Fora on Hydrocarbon Environmental Monitoring, Best Practices and Environmental Criteria of Prior Informed Consent and consultancy (2009-2011)  

E-Tech and the regional government of Cusco co-hosted three two-day fora that attracted an increasingly indigenous audience, with generally over 100 attendees per day. The initial forum was an outgrowth of the perceived need for independent monitoring of the Camisea project, but the scope broadened dramatically. Stakeholders who were typically in difficult if not hostile relationships spent time discussing issues that included strategies to address pollution and development issues, horrifying videos of the 2009 Bagua massacre presented by indigenous federations, legal cases providing precedents for prior informed consent to extractive industry development, and indigenous monitoring projects.
